Step 1: Make a new empty white picture, in that size your screen is im gonna use 1440x900

Step 2: Paint some lines with a round brush with 20 px size in the middle of the pic, not to much!

Step 3: Go to Filter -- Blur -- Radial Blur, And do this configures:

It should look like this then:

Step 4: Go to Filter -- Stylize -- Finding edge, Then should it look like this:

Step 5: Do step 3 exactly again

Step 6: Now u gonna invert the colours, To do that press Ctrl+I, Then should it look like this:

If u want to have two colors, do like i do then.

Step 7: Press Ctrl+B the menu looks like this then:

There can u drag those small things

Step 8: Repeat Step 3 to 7 again.

AND UR DONE

you can use almost any program i used photoshop though
